As you may be aware, there has been wide-spread abuse of your
"twotower" petition. In fact, of the 1066 signatures received by 4PM today,
1028 were invalid. Mostly, the bogus signatures are from people who do
not agree with your petition.

To minimize further abuse, we have chosen to implement a signature
approval system for your "twotower" petition.

automatically added to the public list of signatures. Instead, they'll
be held in a special location until reviewed and approved.

With this new system you are responsible for reviewing and either
rejecting or approving each new signature that is submitted.

You can access this system by pointing your web browser to:

All pending signatures for your petition will be listed there. Just
click the appropriate radio button to approve or reject each signature
displayed. Once you have made a selection for every pending signature,
click the submit button located at the bottom of the page.

The approved signatures will be added to the petition and logged
normally. The rejected signatures are removed and logged.

With this system, you can reject duplicate and bogus signatures without
having to send a request to us.

We _require_ that the list be checked at least twice per day. The
ideal would be every few hours. For security and consistency reasons, we
request that you not give out this private URL. If necessary, you may
authorize one other responsible person to assist you.
